Blacksburg
is located in Montgomery County in northwest Virginia between the Blue Ridge and Alleghany Mountains. As of the 2000 census, it had a population of 39,284 residents. Blacksburg is home to the Virginia Polytechnic Institute and State University (better known as Virginia Tech.) Blacksburg offers many unique stores, art galleries and restaurants, a moderate climate and lots of recreational opportunities. There are over 500 acres of parkland in town and 100 out of town that provide playgrounds, sport fields, natural areas, greenways and more. Blacksburgs greenway system consists of miles of walking and biking trails linking the many beautiful places in town. There are also many cultural and historical sites in Blacksburg, including Historic Smithfield Plantation, The Huckleberry Trail and the Hahn Horticulture Garden at Virginia Tech. Blacksburg Museum includes innovative exhibits and educational programs that engage visitors. The Historic Lecture Series, co-sponsored by Smithfield Plantation, the Sixteen Squares Walking Tour, and participation in community events such as Steppin' Out are just some of the museum's annual programs. The museum is currently undergoing restoration of the Alexander Black House and the Odd Fellows Hall, which will be dedicated to collecting, preserving, and presenting the contributions of African-Americans to the community.

The mountainous Northeast region of Tennessee has a temperate climate with moderately cold winters and warm, humid summers. Precipitation is distributed fairly evenly throughout the year so there is no distinct wet or dry seasons. October has the least rainfall, July the most. Snowfall is variable from year to year, and some winters have relatively little. Thunderstorms occur anytime of the year, but are most frequent in spring and summer. Summer temperatures are rarely extreme, but the high humidity often makes it seem hotter than it actually is. Severe storms are infrequent in the state, being east of the center of tornado activity, south of most blizzard conditions, and too far inland to be affected by hurricanes.
