Charlottesville
is an independent city located in north-central Virginia. It's geographically surrounded by, but separate from, Albemarle County. As of 2004, the estimated population was 40,745 residents. In 2004, Charlottesville was ranked "the best place to live in the United States," in the book, "Cities Ranked and Rated." The ranking was based on climate, cost of living and overall quality of life. Charlottesville is home to the University of Virginia and was home to three U.S. Presidents - Thomas Jefferson, James Madison and James Monroe. Jefferson's mountain-top home, Monticello, attracts approximately half a million visitors each year, and it, along with the University of Virginia, is a UNESCO World Heritage Site. Jefferson's plantation is only a few miles from downtown Charlottesville, while the home of James Monroe is just down the road from Monticello. About 25 miles northeast lies the home of James and Dolly Madison. Other Charlottesville attractions include First Fridays, a long held tradition where local artists open their doors to visitors, and also Fridays After Five, which is central Virginia's premier free outdoor concert series. Walking tours are available of the town, and the City Market offers fresh produce, herbs, baked goods, crafts and more. Nearby Shenandoah National Park offers hiking, camping and many other recreational opportunities, and the well-known scenic Skyline Drive runs the length of the park. Charlottesville is also host to the annual Virginia Film Festival in October, the Festival of the Photograph in July and the Festival of the Book in March.

North Central Virginia's Piedmont Region has a humid, subtropical climate with four, distinct seasons. Heavy snows are common in the wintertime in the Piedmont region, while the rest of the state may receive only a fraction of snow. Cold air masses arriving from the Blue Ridge Mountains, especially during the winter, can lead to significant snowfall and ice storms from early November to mid-March. Thunderstorms are possible in all months of the year, but more common in the warm, humid days of summer. Although the temperature of Virginia varies according to location, it generally becomes increasingly warmer farther to the south. During the month of September, anywhere from 10 to 40 percent of Virginias rainfall comes from hurricanes and tropical storms.
